Germany sends drones to Ukraine

Germany is ready to send unarmed drones to Ukraine to monitor the situation in the Donbas. The ability to monitor their involvement will be checked by Bundeswehr soldiers.

Germany is ready to send drones [unmanned aerial vehicles, UAV] to Ukraine to monitor the cease-fire in eastern Ukraine. On Tuesday, September 16 [today], 14 Bundeswehr soldiers will be arriving in Ukraine who will explore the possibility of drone participation in the OSCE mission, reports Deutsche Welle with reference to the Ministry of Defence of Germany. German soldiers under this project will collaborate with French experts. In addition to experts that specialize in drones, the group also includes logistics, technical and medical staff.

The study will last three to five days, according to a statement published on the website of the Ministry of Defense of Germany. The experts will define on the ground how many employees should be involved in the use of the unmanned aircraft–type Luna, what protective measures need to be carried out, and what kind of medical and logistical support is needed. The study will take place under the guidance and with the support of the OSCE.

As previously reported, the OSCE international monitoring observers are planning to apply for unmanned reconnaissance aircraft for Eastern Ukraine. On Saturday, September 13, President of Ukraine Petro Poroshenko and OSCE Chairman Didier Burkhalter had a telephone conversation on the situation of the ceasefire in Donbas and the use of unmanned aerial vehicles. Poroshenko gave permission to use OSCE drones and Burkhalter promised to deliver them to Ukraine in the near future. On Monday, September 15, Foreign Minister of Austria Sebastian Kurz said that Austria is planning to provide 10 Austrian drones for the OSCE mission.

The unarmed UAV Luna is just 2.36 meters long, weighs 40 pounds and can transmit video images and infrared camera recordings to a ground station in real time.

Russian-terrorist forces continue active operations in the conflict zone, increasing the intensity of shelling the positions of Ukrainian troops and intensifying the activities of their sabotage and reconnaissance groups.

There is a concentration of enemy troops in the area marked Lysychansk and Debaltseve where weapons, military equipment and live forces from the terrorist groups and the Russian troops, are being transferred.

There is a transfer of Russian troops observed, in the direction of the town of Volnovakha [Donetsk Oblast/region].

There are regular attacks on the positions of Ukrainian troops in the area of Shchastya [Luhansk Oblast].

The situation remains very tense in Donetsk, where the positions of Ukrainian troops at the airport are being shelled almost continuously. For the past few days more than 10 long attacks with mortars, cannon artillery and MLRS BM-21 Grad were observed. Attacks are carried out by a plurality of positions, both stationary (the base of the “Nova Poshta,” the mine waste heap “Panfilov” Shakhtarska Ploshta, the settlement of Grabar [Zaporizhia] and so on.) And from mobile firing points in the form of mortars mounted on vehicles.

At the same time the Russian-terrorist troops shelled civilian targets, including homes. The most critical situation of shelling the houses of civilians was observed in the towns of Donetsk, Shchastya, Lysychansk.

In a number of settlements in the occupied territory of Donetsk and Luhansk region, the creation of the military commandant of the RF troops was observed. In Rovenky and Sverdlovsk [both Luhansk Oblast] representatives of the commandant, together with the units of local terrorists, were involved in the search and detention of “deserters” to send them to the “front line,” as well as the cessation of looting. There were reported cases of executions for looting.

There is activity of subversive enemy reconnaissance groups noted north of Mariupol.

Jatsenjuk zur Ratifizierung des EU-Assoziierungsabkommens (Video mit Untertiteln)

Herr Staatspräsident, Herr Parlamentspräsident, verehrte Parlamentsabgeordnete, hochwürdiges ukrainisches Volk,

Die heutige Ratifizierung des EU-Assoziierungsabkommens ist eine zivilisierte Wahl der Ukraine. Wir haben einen vor 350 Jahren begangenen Fehler korrigiert:

Die Ukraine ist Europa.

So sprach und tat es das ukrainische Volk.

Unter diesem Abkommen steht vor allem die Unterschrift der ganzen Ukraine. Es ist traurig, dass dieses Abkommen mit Blut besiegelt ist. Doch so ist die Entscheidung, so ist der Kampf und so ist der Preis für Freiheit, Demokratie und Unabhängigkeit. Heute kämpfen unsere Soldaten für die ukrainische Souveränität, für die ukrainische Unabhängigkeit und für die Integrität des ukrainischen Staates.

Die Unterzeichnung und Ratifizierung des Abkommens ist nur der erste Schritt. Es ist nur der Anfang eines langen europäischen Weges. Die Effektivität und die Ergiebigkeit dieses Weges hängen nur von uns ab, von unserem politischem Willen, von unserem Änderungswillen, von unserem Willen zum Kampf, und von unserem Willen zum Sieg.

Das Volk hat sein Streben gezeigt, in Europa sein und in Europa leben zu wollen. Nun ist es die Verantwortung des amtierenden Parlaments, des neuen Parlaments, der Regierung und des Präsidenten und der politischen Elite, die vom ukrainischen Volk zu wählen ist, das Streben und den Willen des europäischen ukrainischen Millionenstaates zu realisieren. Von uns erwartet man jetzt keine Unterschriften und Erfolgsrapporte, sondern konkrete Handlungen und Ergebnisse.

Deswegen: Auf zur Realisierung des Abkommens und zum Sieg von Demokratie, Freiheit und der Ukraine.

Ruhm der Ukraine!

Kyiv’s Gogolfest 2014 Reflects Upon War: Jerzy Konopie’s street art “Soldiers” evokes the many sides of war.

Gogolfest is a multidisciplinary contemporary art festival held annually in Kyiv since 2007. Named after Ukrainian-born writer Nikolai Gogol, an eccentric novelist and playwright, the festival embraces the unusual and encourages Ukraine’s artists to push the limits of modern expression. It is one of the city’s most interesting events.

The festival features all genres of art including theatre, cinema, music, literature, dance, and the visual arts.

Performers have said this year’s event is especially important for the country’s cultural scene because it allows artists to shine the spotlight on Ukraine and the tragedy unfolding in its eastern regions.

Each year, it is held at an abandoned industrial complex to the south of city-centre, an expansive industrial space that fills with artists and performers from across Ukraine. They gather for a 10-day (September 11-21st) event to show off the country’s weird and wild cultural scene. But months of political upheaval that rocked Ukraine earlier this year, and the Russian occupation of Crimea and invasion of the east, made organizers think twice about holding the festival this year. However, organizers agreed that: “Ukraine’s artists have a responsibility to try to drive the country’s cultural growth despite the violence and political instability.”

Jerzy Konopie: Soldiers at Gogolfest ’14

Street artist Jerzy Konopie continues to be sensitive in combining the signs, symbols and spaces of his environs to provoke interior associations and significations in passersby, as well as asking them to examine their interpretations and personal relevance. At a time when part of Ukraine is gripped by invasion and war, his minimal and direct work Soldiers seems to speak to an, in turns melancholy and prevailingly eternal, human condition, admitting it’s own vulnerability and strength, endurance and constant impermanence.

In his work for Gogolfest ’14, Jerzy writes on his blog:

Reinforced concrete – solid, reliable, indestructible … But just as fragile, unstable to strong loads and erosion. The fence protects against external threats … and at the same time isolates and enslaves those inside. Green – the color of calm, peace and life … and at the same green is what they paint tanks, missiles and other military equipment.

Some will see here a Hero of Ukraine, while others – “little green men” terrorists and separatists. You would be right on both counts. And in dozens of other cases that do not even occur to you.

 In these symbolic soldiers there is no sign of belonging to any army or armed groups. They are all the same. Almost completely identical. The only distinguishing feature – circles that are sometimes broken and sometimes nonexistent.

The installation Soldiers is presented at the International Festival of Contemporary Art GOGOLFEST, as part of the project “Space Capabilities,” curated by Darya Koltsova.

The bad news:

1. Last weekend showed: that while rumors are breeding in the country about some secret Kyiv negotiations with Moscow on a “peaceful settlement” of the conflict in Donbas, Donbas itself became the scene of such a tense “peaceful” confrontation, that not every war quite measures up to it.

Russian-terrorist troops are frantically trying to squeeze out Ukrainian units and subdivisions from the positions occupied by them–especially in the vicinity of Donetsk, Avdiivka, Debaltseve, Volnovakha, Shchastya. Shellings and assaults do not stop. A subversive war is in full swing. The situation remains tense from the Sea of ​​Azov to Donetsk: the opponent is fighting for the stretch of Shyrokyne–Telmanove–Dokuchajevsk–Maryinka–Krasnohorivka. A threat from the north is looming over Mariupol.

Ukrainian troops are holding [back] the onslaught. However, it is very clear already: we cannot count on even the most inferior peace, unfortunately.

2. And, as confirmation, today the great puppeteer Putin put his playful little hand into the puppet leader of the DNR Purgin, who announced with his own mouth: terrorists (read: the Kremlin) could care less about the sensational bill of President Poroshenko on “the special status” of certain districts of Donbas. “This is a bill for Ukraine. For the Donetsk People’s Republic, our own parliament creates the laws,” claimed the doll with Purgin’s face.

Gentlemen, what peaceful settlement can we talk about? Until the geopolitically autistic Putin manages to speak on his own, all the talk of the world is not worth more than the cheapest disposable razor, for which Purgin, judging by his permanently unshaven state, has no money.

3. The story of the return of the helicopter company Ukrainian Helicopters from their UN mission, which was so much talked about by all sorts of experts and politicians, has become a theater of the absurd. It is such an incredible story that I can’t help but tell you.

Let me remind you. In the midst of the ATO [someone] suddenly remembered that Ukraine had helicopters on UN missions. Naturally, there was some resonance around their return to Ukraine.

The company Ukrainian Helicopters, which manages these machines–leased from the Ministry of Defense and the Ministry of Internal Affairs, pointed to several factors. Firstly, the machines have been leased as scrap metal, and repaired at the company’s expense (which cost it, according to the Ukrainian Helicopters, over 400 million Hryvnias [$31 million]). Second, the Ministry of Defense received monthly lease payments in the amount of 3.57 million Hryvnias [$275,000] (plus charitable assistance of 14 million Hryvnias [$1 million], which the company transferred for the construction of military housing). And, thirdly, as reported by the company, punitive UN sanctions for breach of contract resulting from the withdrawal of helicopters from UN missions would amount to a little under 400 million Hryvnias [$31 million]. All this, according to the company representatives, should force those who demand the immediate return of the helicopters, to at least consider and weigh all the pros and cons.

But no one discussed it or weighed in [on the issue]. Well, let’s not argue, if it has to be done, it will be done–the country is at war, no disputes there. The company Ukrainian Helicopters complied with the demand and began to bring back the machines (at the present moment–8 helicopters [returned]) to Ukraine. And then the fun begins.

On August 21, the company signed an amendment to the lease agreement for the return of 8 leased helicopters to the Ministry of Defense of Ukraine “by mutual agreement of the parties” and tried to give the machines back to the military. In response–[only] silence. Attempts to find those who will take the helicopters, whose return was accompanied by such excitement, amounted to nothing. Moreover, the military agency also ignores requests to use the company helicopters to evacuate the wounded, and besides, the company assumes responsibility for servicing these machines. As a result, on September 12, the company filed a claim with the Kyiv Commercial Court (it is worth considering their formulation) stating coercion by the Ground Troops Command of the AFU [Armed Forces of Ukraine] to take back the leased helicopters!

If someone can understand this insanity, please explain. Personally, I completely fail to understand why it was necessary to break off the UN agreement and incur the punitive sanctions (by the way, this could mean the “departure” of Ukrainian companies from this relatively prestigious market, and their replacement by Russian carriers), to ruin the “peacekeeping” image of Ukraine, just to make sure that the Ukrainian military has no use for these military helicopters. If it was [done] for the benefit of the frontlines–[there would not be] any questions about it. But in this situation, who is responsible for this absurdity? Alas, there’s no answer.

The good news:

 

1. In the Lviv region, a joint Ukrainian-American exercise, “Rapid Trident 2014,” involving soldiers from 15 countries, was launched.

I see no reason to comment on the military and political importance of these exercises to Ukraine. Though it is what it is, it is at least some type of “military” assistance from the West. It’s not for nothing that the Kremlin, before its start, staged a howling ritual about the “destabilization of the situation in the region.”

It even pleases that, as reported by the Ministry of Defense, the “hybrid war” scenario, now used by Russia against Ukraine, will be practiced in the course of the exercises, including opposition to all sorts of provocations and informational aggressions.

2. We note the increased frequency of “friendly fire” in the disjointed ranks of the Russian-terrorist forces. Terrorists fired at units of the Russian army, as well as at each other. Not only do they use small arms, but also artillery.

According to our data, this is due to considerably weak interaction among the insurgent groups from the DNR and LNR [Donetsk and Luhansk People’s Republics], and the Russian troops. This is the enemy’s weak spot that has to be exploited (obviously, not during the “ceasefire”). The bad news is that the interaction of our armed forces with each other and with volunteer units is also far from ideal, as we have been saying since this spring.

3. The European media reported today: the EU could strengthen sanctions against Russia, and–importantly­–finally recognize the so-called DNR and LNR as terrorist organizations. In particular, reporting this, the German publication Bild referred to a secret protocol of the meeting of ambassadors from the EU member states.

Sanctions against Russia are always good, it’s like butter in a porridge, it will never hurt. But the recognition of terrorists as terrorists entails the recognition of Russia as a nation that supports terrorism. This is an achievement, considering that Moscow will never be called by its [real] name, i.e. the aggressor. Slowly, very slowly, but Kyiv is still achieving its most important foreign policy goals in the context of the war in Donbas. And this is a good thing.
