It turned out, that the orders were coming from the Police Colonel, Deputy Chief – Chief of Security Services (part of Ukrainian Ministry of Internal Affairs ) in the city of Kiev, Petro Fedchuk, who directed the actions of Berkut on Hrushevskoho Street.
The face of Petro Fedchuk is seen on the video as members of Berkut run again at the protesters. He shows his face, when he runs out from behind the riot police. He is the guy handling a walkie-talkie and calling his boys back.
