Dmitry Tymchuk: On the Statement made by the Kremlin propaganda mouthpiece known as “the Russian Foreign Ministry”

The Ministry of Foreign Affairs of the Russian Federation has announced that Russia’s actions in Crimea should not be considered in violation of the conditions of the Budapest Memorandum [of 1994], since the Russian Federation did not threaten Ukraine with nuclear weapons.

“…only the obligation not to use and not to threaten to use nuclear weapons against non-nuclear states is the common element of the Budapest Memorandum and the concept of ‘negative guarantees’ in its classic understanding,” the announcement stated. The Russian Foreign Ministry noted that Russia did not violate this obligation to Kyiv.

This statement clearly illustrates that the Russian Foreign Ministry is no more than a propaganda mouthpiece that is unrelated to diplomacy in principle. This is a gathering of dumb propagandists who not only have heard nothing of the international documents signed by Russia, but in general are poorly trained in literacy. For they are unable to read a modestly short text.

In particular, here are the two paragraphs of the Budapest Memorandum. Make your own conclusions:

“1. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America, reaffirm their commitment to Ukraine, in accordance with the principles of the CSCE [of the Conference on Security and Cooperation in Europe] Final Act, to respect the independence and sovereignty and the existing borders of Ukraine.

2. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America, reaffirm their obligation to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defence or otherwise in accordance with the Charter of the United Nations.”
