During the last twenty-four hours, Russian-terrorists and Ukrainian troops continued to deliver mass artillery strikes on each others’ positions along the entire perimeter of the Debaltseve springboard. In addition to the artillery equipment already present in this area, terrorists brought in at least 8 more MRLS and up to 12 cannon artillery pieces. The enemy is also pulling up self-propelled artillery guns (2S1 Gvozdika) to positions near Horlivka; we observed four such SP guns moving from the direction of Makiivka, escorted by two tented Ural trucks.

South of Donetsk, Russian-terrorist troops continue regrouping their forces to reinforce the group in the Olenivka – Donetsk direction. A task group consisting of approximately 120 insurgents, 6 tanks, 12 armored fighting vehicles (AFV) and 4 MT-12 anti-tank guns moved into the area between Starobesheve and Styla.

Between Yasynuvata and Horlivka, the enemy continues to reinforce its task group in order to control the Donetsk – Horlivka motorway and makes occasional attempts to advance in the direction of Avdiivka. The terrorists’ attempts to push Ukrainian troops back are, however, largely unsuccessful. During the last twenty-four hours, we observed the enemy deploying additional forces to this area from Donetsk and Yenakijeve – up to 550 persons and 14 armored vehicles (mainly from the “Vostok” and “Oplot” gangs).

Insurgent units from the so-called “Prizrak” [“Ghost”] brigade arrived in Alchevsk to be resupplied with armaments and equipment, after suffering heavy losses north of Debaltseve (losing up to 15 AFVs and tanks, and over 100 personnel). The leading (assault) units of that “brigade” which took part in battles for Troitske and Krasnyi Pakhar were rendered de facto combat incapable.

In the Novoaleksandrivka – Kalynove section, the enemy failed to hold its intermediary positions, and fell back. Terrorists also fell back to their original positions in the area between Svitlodarsk and Luhanske [village in Donetsk oblast; not to be confused with the city of Luhansk]. In this region, they were only active on the Vuhlehirsk – Bulavynske direction.

We are observing intense traffic of supply convoys through Luhansk (3-4 convoys per day, at least 10 vehicles in each) in the Alchevsk – Stakhanov – Pervomaisk direction. They are used to transport ammunition, weapons, and combat equipment (up to 10-12 units per day).

After unsuccessful advance attempts near Stanytsia Luhanska and Shchastya, Russian-terrorist forces started large-scale regrouping of their units to the north and east of Luhansk (starting from Mykolaivka), in order to reinforce their strike groups operating to the north and east of the village of Metalist. The forces concentrated in this area earlier are receiving reinforcements, including at least 6 AFVs and 3 tanks, while rocket artillery units (up to 6 MRLS) are being moved to the area east of the city.

In the area of Mariupol, the enemy is aggressively shelling the front positions of Ukrainian troops (near Pavlopil, Talakivka, Sartana, and eastern suburbs of Mariupol), using primarily cannon artillery and mortars (less frequently, MRLS). Ammunition for the terrorist artillery is being delivered by motor vehicles, directly across the Russian border. Additionally, ammunition stockpiles are created in Novoazovsk using supplies from the Russian Federation.

During the past 24 hours, a decrease in the intensity of offensive actions by Russian-terrorist forces has been observed in the conflict zone in Donbas. The enemy was unable to complete its task and form the “Debaltseve boiler” [type of encirclement] – primarily due to effective actions by Ukrainian artillery units.

In particular, as a result of the massive retaliation by Ukrainian artillery, both the advanced enemy units and their secondary echelons (earlier consolidated in this area for “a large-scale offensive”) suffered significant losses. Currently, panic rumors are circulated among the insurgents that Ukrainian forces will conduct a simulatenous counter-offensive from the Debaltseve stronghold and Avdiivka in order to “cut off Horlivka.”

At the same time, the enemy has been observed to abandon a number of positions and checkpoints in its secondary locations near Horlivka.

A convoy of two “Ural” vehicles carrying eliminated insurgents and Russian mercenaries was observed leaving Horlivka towards the Russian border. Over 100 seriously wounded terrorists have arrived in Krasny Luch from the combat zone in the Debaltseve stronghold over the past 24 hours; about 60 wounded were delivered to Snizhne, and about 70 – to Shakhtarsk. The terrorist command admits there’s a complicated situation with medications.

In the area of Nikishyne, the enemy failed to force Ukrainian units back from their positions, even after pulling up reinforcements. A terrorist task group is operating in this area (approximately 300 people, a mortar battery, and up to 10 armored vehicles), making periodic attempts to flank our forces.

An enemy “reserve” was deployed to the outskirts of Yenakijeve, consisting of 12 APCs and AFVs, plus 4 tanks.

Insurgents’ artillery continued shelling civilian objects in the areas of Svitlodarsk, Myronivskyi, and Luhanske [a village in Donetsk oblast; not to be confused with the city of Luhansk]. Multiple residential dwellings have been destroyed; civilians are leaving en masse in the direction of Artemivsk. A similar situation is observed in Avdiivka, where civilian objects suffer massive destruction from terrorist fire.

A mobile artillery group of the terrorists (up to 30 pieces of cannon artillery) delivered mass fire from the area of Dokuchajevsk – Starobesheve. There are almost no local insurgents left between Olenivka and Starobesheve; we have reports of Russian mercenary units operating here, camouflaged to look like “militia.” A total of 2 enemy battalion task groups (BTGs) are operating in this area, with total strength of up to 1,000 persons, including 18 tanks and up to 65 AFVs.

Advance attempts of Russian-terrorist troops near Mariupol have been ceased. Ukrainian artillery covers the enemy strike groups in this area rather densely.

Over the last week, we observed intense supplies of ammunition to Donbas from the Russian Federation, mainly by railway (2-3 special trains of ammunition per day). The main unloading station is Ilovaisk. Additionally, some ammunition is supplied to the north through Antratsyt, from where it is carried to so-called “warehouses” and “bases” of gangs, on civilian cargo vehicles. In the “DNR” [Donetsk People’s Republic], a special unit employing its own technical facilities and security is in charge of unloading and distributing incoming ammunition deliveries. After delivering ammunition to “warehouses,” insurgents from individual units use their own transport (Ural, MT-LB, Kamaz trucks) to carry ammunition directly to firing positions. This scheme works like clockwork – by the time a special train arrives, the necessary amount of motor vehicles are already accumulated in the unloading area, and more vehicles are supplied as necessary. This process is very well-organized, clearly managed by people with professional skills in the sphere of logistics and transportation.

In order to procure passes out of the ATO area, terrorists are attempting to get their saboteurs “hired” by companies and mines whose employees have the right to leave the occupied area. There were cases of such “workers” being discovered and detained at Ukrainian checkpoints.

About the situation with Oschadbank:

As part of the overall attempts to destabilize the situation in Ukraine on the part of our Russian “friends,” we are observing an attack on the state banking sector – in particular against the state-owned bank Oschadbank [Savings Bank]. Well-organized pseudo-protests continue, accusing Oschadbank of “cooperating” with the terrorists.

To be honest, at the beginning of this story, we had a persistent impression that this was nothing more than unscrupulous competition on the part of domestic [Ukrainian] private banks (let’s not forget that plenty of government representatives – first of all, tens of thousands of soldiers – were recently transferred to state-owned banks for the purposes of wages (salary payment), which makes a lot of sense, considering that banks hold the personal data of their customers).

However, our attention is drawn to two facts:

1. There is absolutely no evidence that Oschadbank is operating in the occupied territories, ever since an appropriate resolution of the Cabinet of Ministers [to stop operation in such territories] was issued last fall. In this respect, our data coincides with that of state agencies. Thus, the attack itself is carried out under completely false pretexts.

2. The main thing: we found that organizers of protests against Oschadbank are certain gentlemen related to Russian structures (in particular, the Russian propaganda media). Thus, we see a “Russian trail” in the organized attack on the state banking sector of Ukraine.

The IR Group is starting its own investigation into the situation. We will report the results in the near future.

During the past 24 hours, Russian-terrorist forces continued to accumulate manpower and resources in the area of the Debaltseve springboard. According to our data, five enemy battalion tactical groups (at least one of which is staffed with Russian airborne troops) and three consolidated artillery groups are currently fighting in different parts of the springboard. Moreover, numerous small terrorist formations operate in this area, armed with individual pieces of heavy infantry weapons. The total strength of Russian-terrorist troops currently operating on the Debaltseve springboard is about 2,500 people, up to 35 tanks, about 50 AFVs [armored fighting vehicles], up to 50 units of cannon artillery (including self-propelled artillery), and a minimum of 22 MLRS units.

In the vicinity of Debaltseve, the enemy withdrew to its original positions following an unsuccessful assault attempt through Troitske towards Svitlodarsk, and is currently working to restore its level of combat readiness. We observed deployment of insurgent reinforcements (up to 12 motor vehicles, most of them covered military cargo trucks, and about 18 armored vehicles) to this area, through Stakhanov. In the vicinity of Vuhlehirsk and in the direction of the Svitlodarsk Reservoir, the enemy continues to accumulate additional tactical reserves, thus maintaining a significant impact potential of its formations.

Commanders of Russian-terrorist units operating near Horlivka were given a mission to prepare [their] permanent places of deployment for the defensive, and [to draw up] a diagram for organizing cooperation “in the conditions of warfare in a dense urban area.” Armored vehicles are getting pulled to “places of permament deployment” of the insurgents, with the intention to use them for organizing the defense (over the past 24 hours, these included at least 6 tanks and up to 4 AFVs).

Near Dokuchajevsk, an advance mobile team with one of the Ukrainian army units ambushed and destroyed two enemy mortar detachments as they were moving towards a pre-equipped firing position.

In the settlement of Syhnalne, we observed about 20 enemy armored vehicles on the move (including at least 5 are tanks), as part of “stabilization [efforts] on the Olenivka – Dokuchajevsk stretch,” where a mobile group of Ukrainian forces has conducted a raid two days ago.

As a result of a terrorist artillery strike in the vicinity of Avdiivka, several infrastructural objects have been destroyed (in particular, a heating main was hit, and several power transmission towers). The municipal workers have been attempting to repair the damage for two days now, but repair works are made very difficult by constant artillery shelling by the terrorists. We also have reports of insurgent fire strikes on the Avdiivka Coke Plant, [Avdiivka] tram depot, and several high-rise buildings along Komunalna Street.

International Conference, Kyiv: “The Development, Standardization and Implementation of Tactical Medicine in Ukraine”

Opening statement by Dr. Ulana Suprun, Director of Humanitarian Initiatives of the Ukrainian World Congress at the first international conference “The Development, Standardization and Implementation of Tactical Medicine in Ukraine” at the Ukrainian House, January 19, 2015.

Good Morning! Glory to Ukraine!

A year ago, many of us here today, together with hundreds of thousands of Ukrainians took to the streets on Independence Square, the Maidan, to protest against the shameful dictatorial laws adopted by Ukraine’s Parliament backed by the Yanukovych regime on January 16, 2014. Three days later, on January 19, the battle on Hrushevsky Street began and on January 22, the Maidan, the Revolution of Dignity witnessed the first deaths due to gunshot wounds. Serhiy Nihoyan. Those deaths and the nature of their wounds were a harbinger of things to come. From Feb 18-20 over 100 protesters would die from sniper rifles and beatings that brought about the formation of the Heaven’s Company [also known as the “Heavenly Hundred”].

Less than a month later, on March 18, ensign Serhiy Kokurin was shot in the chest when Russians stormed the Ukrainian Chief Direcorate of Operational Support for the Armed Forces of Ukraine in Simferopil. Captain Fedun was also injured in his arm and neck and one more soldier was savagely beaten. Their attackers wore Russian uniforms without insignia. Serhiy left behind his then pregnant wife and four year old son.

On April 6, Major Stansilav Karachevsky of the Ukrainian Navy was shot twice with an AK-47 by a member of the separate battalion of marines of the Black Sea Fleet of the Russian Federation. One bullet hit him in the chest and the second in his head. On April 13, Captain Hennadiy Bilichenko of the Poltava Special Operations Center “A” of the Security Service of Ukraine was killed by terrorists in Slovyansk as he led negotiations with the local population. Captain Bilichenko died and other members of “Alpha” were wounded. Then first vice-minister informed journalists that soldiers of the 45th Guard Airborne Division “Kupyanka-1” of the Russian Federation Air Forces that are stationed near Moscow, took part in the attack on members of SBU’s “Alpha.”

And the number of dead increased as many of Ukraine’s best patriots volunteered to defend their country from invasion without even the most basic items like body armour. More to the point, almost no one was trained in how to use those elementary first aid items like a combat application tourniquet.

All of these events led to the need for the immediate implementation of tactical medicine in Ukraine, that is care under fire, tactical field care and treatment of battle-related injuries, such as gunshot wounds, injuries from shrapnel and explosive devices, burns, and others. The events of February 18-20, Heaven’s Company, the annexation of Crimea by the Russian Federation, the war in Donetsk and Luhansk oblasts, together with the terrorist acts in Volnovakha, Odesa, Kharkiv, Kyiv and other Ukrainian cities, including the shooting down of Malasian Airlines flight MH17 in July 2014, underscore the need for training and standardization of tactical medicine and the availability of first aid equipment specifically designed for combat conditions.

From open source materials, from the start of the annexation of Crimea in February 2014 through December 2014, that is over the span of 11 months, over 1420 Ukrainian warfighters have been killed, or roughly speaking 129 deaths per month. For comparisons sake, between Jan.1, 2002 and Nov. 26, 2014, that is, over the span of 143 months, there have been 3,387 coalition deaths in Afghanistan, or roughly speaking, 24 deaths per month. Clearly, not every conflict or war is the same. Different tactics will be employed by different terrorists groups, be they the Taliban or the terrorist organizations sponsored by the Russian Federation, like the Donetsk People’s Republic or the Luhansk People’s Republic, but the end result is the same: people who are defending freedom and the values of western and European civilization, those values embodied in the Atlantic Charter over 70 years ago, are continuing to die today. Our response has to be simple: to better prepare, train and equip those men and women who are willing to lay their lives down in defence of those ideals.

The Ukrainian World Congress Humanitarian Initiative “Patriot Defence” was launched in May 2014 in response to a specific need: we decided to professionally train Ukrainian warfighters according to NATO standards; to train them in providing first aid under combat conditions, that is, teaching adapted Combat Lifesaver courses and providing everyone trained with an IFAK (an individual first aid kit).

The program is financed by donations from Ukrainians and others in Australia, Canada, the United Kingdom, the United States, Czech Republic and many other countries around the world as well as from Ukraine. In 2014, over 1.3 million dollars was donated. As of today, we have trained 12,157 Ukrainian warfighters in adapted combat lifesaver courses, including those from: the Armed Forces of Ukraine, regular Army and Special Forces, the Ministry of the Interior, (including the National Guard), the Security Service of Ukraine, the State Border Guard Service of Ukraine, the Administration of State Security of Ukraine, the Ukrainian Volunteer Corp “Right Sector”, Battalions Azov, Donbas, Holy Mary, Aidar and others including over 500 cadets in the senior classes of Ukrainian military academies.

We have distributed 9764 NATO standard individual first aid kits. Yet, given that there are over 20 thousand Ukrainian warfighters actively deployed in the ATO, this is simply not enough. All of them need to be trained in CLS and TCCC, given the lack of adequate life saving equipment, like the combat application tourniquet. That equipment together with professional training in the algorithm, CABC will save lives.

Over the course of the training program, 147 Ukrainians have been trained as Combat Lifesaver instructors by specialists certified according to international standards. Of these, 92 were military, 55 civilian.

Recently the chair of the committee on public health in Ukraine’s Parliament and Honorable doctor of Ukraine Dr. Olha Bohomolets came to us with a request to organize three day Combat Lifesaver courses for the graduating classes of all of the military institutes and academies in Ukraine. That program commences on Jan 22, the day after this conference ends, and will provide the new generation of Ukrainian officers with training in tactical medicine.

Our organization’s achievement is but one example of the tremendous contribution of the individual volunteers and organizations toward preparing, training and supplying Ukrainian warfighters from all agencies. De facto, Ukrainian volunteers and volunteer groups have been much more effective in providing materiel support for those men and women defending Ukraine today, especially in the areas of medical aid, including teaching combat medics and warfighters in tactical first aid, providing individual first aid kits and evacuation care and treatment in hospitals. Volunteers are currently also providing psychological and physical rehabiliation for Ukrainian warfighters.

Certain security agencies, like the Security Service of Ukraine, the State Border Guard Service and the Administration of State Security have understood the importance of tactical medicine and are working toward implementing an ongoing-continuous training program for their members and medics as well as ensuring that their members are trained and receive first aid kits. But until all security agencies give top priority to tactical medicine, that is, on the same level as modernizing their battle-readiness, without enormous effort and constant attention, tactical medicine will remain in its current implementation. Modernization of the Ukrainian Armed Forces does not begin with new equipment but instead begins with new and current training methods.

The events over the past few days in the Donetsk Airport have shown that we still have not been able to create a system that operates effectively and automatically without direct intervention by top officials. Instead of wasting valuable time and energy, fragmenting resources, both financial and human on a chaotic system of evacuation, purchasing that which is cheapest rather than that which is most needed and of the highest quality, and always scrambling at the last moment to find where, how and who will provide treatment for the wounded, let us step back for a moment and think about planning a new and effective system. Let us take the best examples and experience from other countries that have gone through the painful evolution of tactical medicine and create a uniquely Ukrainian system founded on evidence-based medicine – specifically Tactical Combat Casualty Care (TCCC) that has been accepted as the gold standard of tactical medicine by the United States and NATO member-countries.

Ukrainian warfighters find themselves in situations everyday in which a basic knowledge of tactical medicine could save their lives or the life of their buddy. I encourage you, conference participants to take an active part in the panels and discussions. Your proposals will form the basis for the resolutions and a plan of action that will help in the development, standardization and implementation of tactical medicine in Ukraine.
