The following is a statement by Maidan Civic Council to the international community, made in regards to the adoption of a number of laws by the Parliament of Ukraine and their subsequent signature by the President of Ukraine, on January 16, 2014.

An anti-democratic coup has taken place in Ukraine. Democratic liberties have been curtailed. The operations of international civic institutions have been put on hold. The adopted laws violate the Universal Declaration of Human Rights and other international commitments of Ukraine. The laws in question were adopted with a blatant violation of the parliamentary procedure.

The effect of these laws is aimed at curtailing freedom of expression, freedom of opinion and freedom of assembly. There is every reason to assert that these laws do not conform to the Constitution of Ukraine and to the previous judgment of the Constitutional Court of Ukraine.

In view of the total disregard for the interests and will of Ukrainian civil society, we hereby appeal to the United Nations, the Council of Europe, the OSCE and the experts of the Venice Commission with a request to assess the current situation.

We believe that each of the 235 Members of Ukrainian Parliament who voted for the adoption of these laws is personally responsible for the pressure put on civil society in Ukraine.

Against this background, we ask the international community, the media community, the UN, the Council of Europe and the OSCE, as well as international human rights organizations, to support the imposition of personal sanctions against those 235 Ukrainian MPs. Great responsibility rests today with the Governments of the EU countries, US and Canada. It’s too late to make statements. Real actions are required. We request the imposing of personal sanctions, such as the freezing of bank accounts, assets and property, and introducing a ban on entry into your countries against the above MPs.

Only the joint efforts of the civil society of Ukraine and the international community will help preventing the establishment of a new totalitarian regime in the very heart of Europe.

ЗАЯВА ГРОМАДСЬКОЇ РАДИ МАЙДАНУ

У зв’язку з прийняттям Верзовною Радою України і підписанням Президентом України низки законів 16 січня 2014 року Громадська Рада Майдану заявляє:

В Україні відбувся антидемократичний переворот: згорнуто демократичні свободи, заблокувано діяльність міжнародних громадянських інститутів. Прийняті закони порушують Загальну декларацію з прав людини та інші міжнародні зобов’язання України. Було грубо порушено процедуру у процесі їхнього прийняття.

Дія цих законів спрямована на згортання свободи слова, свобод думки і зборів. Є всі підстави стверджувати, що згадані закони не відповідають Конституції України та раніше прийнятим рішенням Конституційного СудуУкраїни.

У зв’язку з тотальним ігноруванням владою України інтересів громадянського суспільства звертаємося до ООН, Ради Європи, ОБСЄ та експертів Венеціанської комісії з проханням дати оцінку ситуації, що склалася.

Вважаємо, що кожен з 235 народних депутатів, які проголосували за прийняття цих законів, несе персональну відповідальність за тиск на громадянське суспільство в Україні.

У зв’язку з цим просимо міжнародну громадськість та медіа-спільноту, ООН, Раду Європи та ОБСЄ, а також міжнародні правозахисні організації підтримати пропозицію про введення персональних санкцій щодо згаданих 235 депутатів України. Особлива відповідальність лягає на уряди країн ЄС, США і Канади. Час декларацій минув – потрібні дії. Серед цих санкцій – блокування рахунків, активів і майна та заборона в’їзду цим депутатам на території перелічених вище країн.

Лише спільними зусиллями громадянського суспільства в Україні та міжнародного співтовариства ми зможемо завадити формуванню в центрі Європи нового тоталітарного режиму.
