 All of us, who signed the petition below, demanding urgently begin a case, based on the facts of numerous assaults against the participating individuals and their leaders of the peaceful protests and demonstrations, in the period started from the 22nd of November 2013; additionally investigations, which have been consequently ignored by the local authorities.

 

It is surprising and regrettable for us that you  as a person, entrusted with the function of parliamentary control over the observance of human rights in Ukraine, has not yet assessed the selectivity of candid investigation of the proceedings, which provides relating to the continuing protests in the country . On the one hand we see a procedural violations, failure to prepare and carry out investigation and delay in the investigation of cases  as happens in any and all proceedings open for the attack on activists protest . On the other hand we have rapid review and undisguised accused investigation in cases against activists of metropolitan and regional EuroMaidan’s . The public is not aware of your position as Ombudsman  about the effectiveness and impartiality of the investigation into the indicated affairs as well as the work being done by you for the rights of defendants in the following cases.

 

Prior to that, on November 22 in Feodosia the local EuroMaindan activist Sergiy Mokreniuk has been assaulted. On November 27 his car has been damaged (http://goo.gl/cAYFNR).

On November 25 the group of inidentified criminals attacked the protest tent camp in the center of Dnipropetrovsk. The protest leader Sergiy Romanenko and 6 other activists have been injured. Policemen, present at the square kept off the incident. (http://goo.gl/08JbVq).
On November 27 in Kyiv the car of Oleksandr Danyliuk, the leader of “Spilna sprava” movement has been burned down (http://goo.gl/tbjdLI).
On the night of December 29 in Ivano-Frankivsk the local EuroMaidan coordinator Maksym Kytsiuk has been beaten by the unknown hooligans, got traumatic brain injury and multiple leg injuries (http://goo.gl/z9rrj9).
On December 30 in Ternopil the local activist Volodymyr Khanas has been beaten (http://goo.gl/EH0JIr).
On December 6, in Lugansk the car of the lawyer and coordinator of the local EuroMaidan Igor Chudovsky has been set on fire (http://goo.gl/GbjeLj).
On the night of December 16 in Uzhgorod car of the local activist of EuroMaidan Yaroslav Shafar has been set on fire (http://goo.gl/WrrceA).
On December 20 in Simpheropol the car of the local protest actions’ coordinator Sergiy Kovalsky has been devastated. (http://goo.gl/QguKTQ). Allegendly, his car has been attacked with the use of guns.
On December 21, in Artsyz Odesa region, the car of Yevgen Burkut , the local activist, has been burned. Yevhen has been using his private car to drive people to Kyiv to join protests at EuroMaidan (http://goo.gl/wi4lYG).
On December 22 in Zhytomyr Dmytro Tkachuk, the leader of the local branch of the “DemAlliance” has been attached at the entrance to his house. (http://goo.gl/I47az9).

Earlier on November 23 and 28 the unidentified group of people had beaten Vlad Puchych, the editor of the local “20 minutes” newspaper. (http://goo.gl/fZTBwl), and on December 15 Viktor Brokaev head of the local branch of “Svoboda” political party has been attacked (http://goo.gl/VdFzyJ).

On the night of December 23 in Kharkiv the car of the EuroMaindan activist has been burned (http://goo.gl/XaldT3). Earlier on December 13 in Kharkiv another car, which has been used to transport the equipment for the local EuroMaidan, has been set on fire (http://goo.gl/ZMVjww).
On the night of December 20 the premises of the Kharkiv brach of “Prosvita” NGO, the headquarters of the local EuroMaidan, has been cracked down (http://goo.gl/y9C2b1).

On December 24 in the center of Kharkiv the armed attack has been made on the local activist Dmytro Pylypets. During the assault Dmytro has been stabbed by the knife couple of times (http://goo.gl/1sCJnc).


On the night of December 25, Tetyana Chornovil, famous journalist and civic activist and mother of two children, has been severely beaten by the unidentified persons in Boryspil near Kyiv (http://goo.gl/QUSU6o).

Dynamics of events demonstrates that the attackers impunity provoke more violent crimes against civil and political activists.

Should be noted that these facts are not domestic crimes, but probably planned strategy, which is still implemented by unknown to forces to achieve the “cooling effect” for a public debate on policy evaluation of the current government. That, in accordance with the standards of the European Court of Human Rights, is a flagrant and unacceptable violation of freedom of speech and freedom of peaceful assemblies. These issues are directly related to the competence of Parliament Commissioner for Human Rights, so we ask you to take immediate and decisive action for bringing the current situation with the standards established by national laws and international agreements of Ukraine in the field of human rights, namely:

– Immediately open proceedings in all the above cases;

– Take all the necessary measures in accordance with the powers granted to you, to ensure a prompt and effective investigation of criminal cases for the specified facts and prosecution of law enforcement officials, actions or omissions which caused the violation of the rights of victims in these cases.
