An Analysis of a Request for Lethal and Non Lethal Equipment.
The Ukrainian Ministry of Internal Affairs (MIA) requests that the Ukrainian Ministry of Defense (MoD) consider and resolve the issue of free provision of certain types of munitions and other materiel to be used by MIA at their discretion.

The list of equipment includes the following items and quantities:
• 9 mm pistol cartridges – 4,000,000 rounds;
•14.5 mm blanks – 150,000 rounds;
•40mm VOG- 25 charges – 100,000 rounds;
•USB-56 tents – 200 units;
•USBT-56 tents – 150 units;
•KP -125 (KP -130) trailed field kitchens – 50 units; and
•TVN- 36 thermos jugs (TVN-12 , T-6) – 1050 pieces.
Given that this request has not been fulfilled, but has been submitted again on January 24 and is likely to be fulfilled , we conducted a detailed analysis of the document, as follows:
Starting with the Non Lethal items, i.e. with tents, thermos jugs, and field kitchens.
- USB-56 and USBT-56 are barracks-type tents.
The total of 350 tents have been requested. The two types of tents are roughly similar and designed to accommodate up to 80 people in double-dog bunks, up to 40 people on the floor or on bulk bunks, 20 people in individual bunks, 30 people on stretchers. Installation of 16 showers nozzles is possible for sanitation.
Overall, we find that the requested number of tents is designed to accommodate between 14,000 and 28,000 people. These types of tents practically do not hold heat, amenities are outside.
Given the number of MIA l troops and Berkut (a special operations component of MIA), who are now stationed in warm rooms, and outside temperatures at night -17 … -25 degrees Celsius (2F…-13F), deployment of troops in these tents we consider unlikely.
- Trailed field kitchens KP-125 and thermoses TVN 36, TVN-12, T-6 are designed to provide three meals a day to 125 field personnel.
Thus, the mentioned fleet of equipment is designed to supply 6250 people. Thermoses contain 36 liters of hot food, i.e. could provide 7,550 people with three meals a day, which, in general, meets the capacity of the trailed kitchens.
But army units have their own kitchen units, while Berkut and Internal Troops units are stationed in a warm rooms, and feeding at the forefront requires just for a few hundred people. If we compare the capacity of kitchen units with the capacity of tents, we have the capacity to provide two meals of gruel for 14,000 people or more.
CONCLUSION 1. The request for army tents and field feeding capability is not intended for MIA troops and staff. It appears to be a contingency for shelter and feeding of civilian detainees.
Continuing with the analysis of the requested ammunition and other munitions.
- The 9 mm pistol cartridges are used in Makarov pistols (PM), automatic Stechkin pistols (APS) and automatic submachine guns Fort-224, all of which are used by MIA units.
The standard combat stock for one PM unit is 8 rounds in the clip, 16 in two additional clips, plus an extra box of 16 cartridges, thus the maximum of 40 rounds per soldier.The standard stock for one APS is 20 rounds in the clip, 40 rounds in two extra clips, plus 100 in an additional box.
Given the weapons that are already in service (AKMS-F and AKM –F, as well as the Fort 224 assault rifle and others utilizing 5.56x45mm ammunition) with existing ammunition we get an arsenal of small arms for 10,000 people for several weeks of fighting. What remains questionable is the very large request for 4 million rounds of pistol ammunition, since the pistol is not usually considered a primary weapon, except for certain clandestine purposes.
- VOG- 25 is a real combat fragmentation bouncing grenade for grenade launchers. ONE HUNDRED THOUSAND CHARGES were requested. Each of which can kill or seriously injure up to 10-15 people.
Additionally, CMU Resolution dated January 22, 2014 # 3 contains the following:
Extensions of special equipment: Lilac-3, Drift-2, Dawn, Dawn-2, Torch-C, Flame-M and a hand smoke grenade- some150,000 ejector ammunition rounds were purchased. Consequently, the right amount of grenades is already available. That’s at least one hundred and fifty thousand units. Since Ukraine does not produce these types of grenades apparently they were delivered on the Russian transport aircraft that landed on Vasylkiv Airfield yesterday.
CONCLUSION 1. The government is preparing for a long state of civil unrest and, with the deployment of tactical and lethal melee weapons with great destructive effect, is conducting contingency planning and preparing for the possibility of widespread use of lethal force with live combat weapons against protestors.
This is consistent with yesterday’s appointment of Klyuev as a new PA chief, who is directly responsible for the Nov. 30 events plus augmentation with “law enforcers,” who already have been involved in brutal tactics.
CONCLUSION 2. The tentage and field feeding equipment will be used for the organization of field expedient detainment camps for detaining and processing protestors. The camps can be placed in stadiums and in areas within the boundaries of the Chernobyl expulsion zone. The fact that the letter was dated in December suggests that perhaps these territories have already undergone initial preparations.
So, this leads us to CONCLUSION 3: under such developments it is reasonable to conclude that the MIA is preparing for contingencies in which thousands of Ukrainian citizens may be killed and seriously wounded, as well as tens of thousands will undergo severe infringement of their civil and human rights. Because the content of the letter suggests that the government prepares for massive arrests, concentration camps and widespread use of deadly force.

Vitaly Yarema, MP, member of the Fatherland Party, showed reporters at the headquarters of the national resistance hand grenades, shipped from Russia to the Ministry of Internal Affairs of Ukraine.
“Information came to us at headquarters that in the near future or during clashes outside Hrushevskoho special tools produced in Russia could be utilized,” – Yarema said in a briefing.
He said “patriots in uniform” managed to get samples of ammunition delivered to the Ministry of the Interior.
The MP also showed documents to process their ammunition at the time of delivery to Ukraine, including a copy of the application to the head of the Kyiv Interregional Customs, signed January 23, Deputy of Interior Ministry Lekar.
“According to our information, these grenades: ” Flare – S,” “Zarya – 2,” “Flame -M” and others – brought from Russia a few days ago, are now in the service of the Interior Ministry of Ukraine,”
– stated Vitaly Yarema.
